Are these police or goons?

Shocking allegations have surfaced in connections with police high-handedness at a restaurant in Porvorim over an alleged inflated food bill. 

Claiming to be a PSI and Head Constable, they allegedly returned at night, abused and threatened the staff. The incident was captured on CCTV, reportedly showing them appearing intoxicated and abusing staff in front of customers and children.
